    GIS TECHNICIAN - ESSENTIAL FUNCTIONS

    • Interprets civil engineering plans, plat maps, legal descriptions and deeds; conducts mapping research in the field and office; makes amendments to existing GIS data based on findings;
    • Collaborate with Public Works department to maintain infrastructure and planning datasets including street centerlines, water/sewer/storm infrastructure, zoning jurisdictions, subdivisions, future development, and municipal boundaries;
    • Develop new GIS datasets through collecting source material, data entry, and digitization;
    • Assists in providing GIS support and summarized database reports for all city departments;
    • Responsible for maintaining the City’s electronic mapping system, including ongoing updates, as well as

    the creation of new mapping and GIS related projects;

    • Responsible for the research, installation, and support of City related mapping and street/utilities infrastructure software;
    • Operates the City imaging system serving all departments, and organizes scanned files and documents in an effective and efficient manner on the network server;
    • Provides assistance in the development of short and long-range plans relating to GIS;
    • Assists in the maintenance of backup procedures for GIS and street/utilities infrastructure data; manages aerial imagery and vector layers with ArcSDE
    • Utilizes Field Maps, Survey123, Experience Builder, ArcGIS Online and Portal for ArcGIS to create web maps and related applications by leveraging GIS web services and APIs.
    • Maintains, updates, and designs shapefiles and geospatial databases; extracts, cleans, adjusts, and converts data and information from non-GIS systems into GIS formats; uses scripts, queries, and other tools to obtain and/or correct missing or incorrect spatial and attribute data.
    • Plot large-format paper maps from digital files.
    • Provides GIS training and technical guidance to users and staff.
    • Performs ad hoc mapping duties including advanced spatial or network analysis.

    GIS TECHNICIAN - POSITION REQUIREMENTS

    Experience: Two to five years of similar or related experience is preferred. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within six months of employment.

    Education: A high school diploma or GED is required. Bachelor's Degree in geography, cartography, geomatics, engineering, computer science, or related field with an emphasis in GIS (or a GIS certificate) preferred. Valid Driver’s License Required.

    Technical Skills: Knowledge of modern electronic mapping hardware and software is required along with the ability to interpret developers’ maps and plans. Knowledge of land surveying sufficient to convert data for mapping and skill in performing complex map drafting, and computing areas and closures from legal descriptions and maps using algebra, geometry, and trigonometry. This employee should possess excellent organizational, public relations and oral and written communication skills. A thorough knowledge of the Microsoft operating system including Microsoft server editions is required. Must be familiar with local government GIS operations including mapping and drafting procedures. Proficiency with ArcGIS and AutoCAD software suites, and a working knowledge of database administration is required along with a demonstrated knowledge of GIS programming and scripting languages including Python, SQL, Model Builder, HTTP, as well as hands-on experience using QGIS, CentralSquare and IIS/REST services are preferred.

    The position uses geographic information system (GIS) software to analyze spatial data related to Tier II and Toxic Release Inventory (TRI) chemical storage and releases. Discover patterns and trends through spatial mapping of data. Produce maps showing spatial distribution of Tier II chemical storage facilities and TRI data. Perform data munging and cleaning of Tier II and TRI data. Prepare information and present to stakeholders, including Local Emergency Planning Commissions (LEPCs), the Commission on Emergency Planning and Response (CEPR), and the Kansas Emergency Managers Association (KEMA). Utilize mapping and data analytics to ensure compliance with Emergency Planning and Community Right-To-Know Act (EPCRA) rules and regulations, including compliance with state regulations.

    Job Responsibilities may include but are not limited to the following: Conduct quantitative and qualitative analyses of Tier II and TRI reporting data. Perform scientific analysis of the reported data to interpret trends and issues pertaining to chemical storage and releases in Kansas.     Job Description

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.

    2. Design or prepare graphic representations of Geographic Information Systems (GIS) data, using GIS hardware or software applications.

    3. Analyze Geographic Information Systems (GIS) data to identify spatial relationships or display results of analyses, using maps, graphs, or tabular data.

    4. Perform simple to complex spatial analysis to assist departments with information gathering and decision making.

    5. Maintain and troubleshoot existing Geographic Information Systems (GIS), including project maps, online/offline applications, data and databases.

    6. Enter data into Geographic Information Systems (GIS) databases, using techniques such as coordinate geometry, keyboard entry of tabular data, manual digitizing of maps, scanning or automatic conversion to vectors, or conversion of other sources of digital data.

    7. Review existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.

    8. Coordinate with other departments on their GIS needs.

    9. Coordinate with other governmental entities to ensure compatibility of data, and compliance with regional and state standards.

    10. Select cartographic elements needed for effective presentation of information.

    11. Provide technical support to users or clients regarding the operation of Geographic Information Systems (GIS). 

    12. Act as liaison between City departments and GIS/IT staff. 

    13. Make recommendations and provide expert advice to department directors and division heads regarding GIS systems.

    14. Recommend procedures or equipment or software upgrades to increase data accessibility or ease of use.

    15. Read current literature, talk with colleagues, continue education, or participate in professional organizations or conferences to keep abreast of developments in Geographic Information Systems (GIS) technology, equipment, or systems.

    16. Confer with users to analyze, configure, or troubleshoot applications.

    17. Research records within the city and county governments.

    18. Perform other duties as required or assigned.

    EDUCATION AND EXPERIENCE
    Technical degree required in such disciplines as Computer Engineering, Information Systems, Geosciences or related fields, plus 12 to 18 months related experience and/or training, or equivalent combination of education and experience.

    CERTIFICATES, LICENSES, REGISTRATIONS
    Must possess a valid Arkansas Driver's License. Must be able to pass FBI criminal background fingerprint check and have the ability to comply with state and federal requirements for criminal justice information security standards and obtain necessary certifications.

    Computer software programming, level I technician support, project management; system analyst and comprehensive computer software support/help and/or web site development and connectivity; Software requirements include: ESRI ArcGIS Suite including ArcGIS Desktop, ArcPro, ArcGIS Online/Portal, and Trimble GPS Equipment; Python, HTML, Java, and Arcade experience is preferred but not required.

    OTHER SKILLS AND ABILITIES
    Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff.  Skill in organizing resources and establishing priorities and the ability to learn and support new systems and applications.
